<p>The tools and resources available now,  compared to when I first became involved in satellite  communications and reconnaissance in the mid 1970&#8242;s, is amazing.  At <em>Communication Links, Inc</em>.  our powerful computers I have  sophisticated modeling software that can fly satellites through space  and examine every beam and the relationship to every user. I have  spreadsheets that list every satellite and all the technical and  operational data, which would have been unthinkable only a few years  ago.</p>
<p>Unfortunately the same data can be obtained  by anyone, anywhere around the world, and with a little effort can be  used to gather intelligence, and plan criminal activities. Now more than  ever the operators and engineers of these vulnerable information  systems have to be alert, and conscious of their misuse.</p>
<p>Most of the information contained in these  public web pages is openly available, and although we have closed door  briefings and workshops for security and corporate intelligence  professionals nothing here will be cause for concern.</p>

			<content:encoded><![CDATA[<p>In the eyes of many people in the United States the subject of Energy Intelligence sounds a little too much like ENRON and the criminal manipulation of energy. Had there been an effective independent media voice in the industry back then millions would not have been scammed out of their life savings. Sadly the Washington reporters gave ENRON a wide berth in case they offended Cheney and Bush. But the ENRON Scam went back further than that, and thanks to political patronage ruined the lives of millions, especially in California. The guilty build libraries, the victims build hopes of justice someday.</p>
<p>Today there are warning signs that are being ignored too. Reading the many energy reports, white papers and journal articles that appear from all sides every month, it becomes obvious that someone is lying, and that the numbers do not add up. The problem is that Oil and Gas are finite resources and mismanagement can result in that resource disappearing before our eyes. To pander to political pressure oilfields are being run above maximum sustainable levels. The short term politicians, don&#8217;t care if they ruin the oil reservoirs. We have a dangerous mix of irresponsible political leadership, oilfield management and runaway consumption. It&#8217;s only time before the crisis will occur.</p>

<h3 style="text-align: center;">World Oil Reserves Are Being  Depleted</h3>
<p>NEW YORK&#8211;(BUSINESS WIRE)&#8211;April 16, 2007&#8211;The world  is currently producing more oil annually than it is replacing with new  reserves. That sobering conclusion emerges from a new survey of global  liquids reserves published by<em> Energy Intelligence Group, Inc.</em></p>
<p>In contrast to the gradual rise in global oil  reserves that has been reported annually in most surveys based on  public sources, the new assessment shows that the trend in worldwide  liquids reserves is actually one of stagnation and modest decline. The  PIW Reserves Survey shows global oil reserves declining by almost 13  billion barrels, or 0.9%, over the last two years to 1.459 trillion bbl  at the end of 2006 on a &#8220;proved plus probably&#8221; basis. Global oil  reserves are liquid hydrocarbons, natural gas liquids, tar sands and  crude oil, that are economically recoverable at current prices.</p>
<p>The PIW survey uses a somewhat broader  definition of reserves than the other surveys based on public sources  and it applies that definition consistently and systematically across  all countries, fully accounting for production declines and new  additions.</p>
<p>The main reason for the poor performance in  growing reserves is a lack of additions to reserves from new  discoveries, which account for 20% or less of additions in the last few  years. The high oil prices and sharply increased upstream spending  budgets of most oil companies have not yet provided any significant  improvement in global additions to reserves, but more time may be  needed. For 2006, the big increases in reserves were led by Brazil and  Kazakhstan. Among the top 20, only eight countries saw increases last  year, while the rest were flat or in decline.</p>
<p>The PIW survey also confirms earlier  suspicions about the overstatement of reserves by Kuwait and some other  Opec producers. At the same time, the survey also indicates that  reserves in Russia and some other non-Opec countries are much higher  than is generally reported.</p>

			<content:encoded><![CDATA[<p>Throughout the years I have been fortunate to have had the opportunity to develop a whole spectrum of Change Management project skills and scenarios, training and gained insights into many industries, which are being passed on through workshops and projects. I have been fortunate to have worked with some of the best executives, managers, politicians, diplomats, military and intelligence officers around, and some of the worst!</p>
<p>Many case studies can not be posted for they are classified, and many more proprietary. Most companies want their names and project kept confidential. The ones that can be posted on the web will help managers look for similar scenarios to their own, often in a completely different industry. History does repeat itself.</p>
<p>Since 9/11 most of the work has been involved in the world of Intelligence, and that field dramatically shows the need for urgent Change Management. So does the world of International Diplomacy, to undo the horrific damage done by the Bush Administration. Candidates for President promise Change, how they will achieve this lofty goal remains to be seen. I have asked many time and am still waiting for a sensible, or feasible answer.</p>

<p>This involved meeting and  briefing several hundred diplomats and Embassy staff, and meeting media,  corporate and government leaders around the world.</p>
<p>Those were the days when the  world listened when the <em>President of the United States</em> spoke.  These days the emphasis has somewhat moved from government image to  corporate image as corporations realize that the antics of blundering  politicians can devastate their relationships, and they need their own  image to be decoupled from the image of their government. The ability to  minimize damage and maximize opportunity from business meetings is  essential, and a good positive image is needed.</p>
<p>That image needs to apply  from meetings with the CEO, down to product pitches by sales  representatives.</p>

<p>Global image is  important for persuading people to <em>Buy American</em> and support the  bloated US economy. Few understand how much we have borrowed to  maintain our lifestyle, a media driven lifestyle beyond our means. As  every unproductive foreign military escapade is launched (<a href="http://www.withthisfavor.com/catalog/car-monograms">car monograms</a>), with money  borrowed from the Chinese, our ability to repay, and our economic  independence is reduced.</p>
<p>The US Economy appears strong, but like the  roads and bridges around the country, it is crumbling at it&#8217;s  foundations.</p>
<p>Poll after poll  shows the image, trust and reputation of the United States is in free  fall, and despite hollow words from Bush and his supporters nothing is  slowing the rate of fall. Sadly the point is close, and may have been  passed, where the only solution is major surgery and removing the  factors that cause this negative perception. There is no way Bush will  ever admit an error in his judgment, for that came directly from God. <em>Vice  President &#8220;Dr. Evil&#8221; Cheney</em> is not moving, despite sabotaging the  Republicans opportunity for promoting the sitting Vice President ready  for the General Election.</p>
<p>There leaves only one  alternative, that of sitting and waiting until the <em>Lame Duck  Presidency</em> times out and is replaced. Unfortunately that means our  competitors have even more time to get stronger. The Chinese will have  even more debt to give them unprecedented leverage, which they will  eventually use to destroy the US economy and become the World&#8217;s only  Superpower. That&#8217;s how important <em>Global Image</em> is to the USA.</p>

<p>The Bush Administration could not  have done more long term damage to the carefully crafted image of  America if they had tried. Some would say they did try to destroy the  hard won image, as a knee jerk for 9/11 and their carefully scripted  exploitation of the attack, whoever planned and executed it.</p>
<p>The problem is that  this declining image is costing us<strong> <em>billions of dollars a  year</em>,</strong> and will eventually cost us <em><strong>trillions</strong></em>.  As one who has traveled hundreds of thousands of miles promoting the  image of America and Britain, it seems a lifetime of work was destroyed  by a<em> Country Bumpkin</em>, with very smart and scheming advisers and  handlers. Sadly the world agrees with me.</p>
<p>But Bush will be gone  shortly, banished to ride his Mountain Bike around Crawford, Texas till  he falls off. The damage to the US image will be left to future  generations to repair. But there is enough blame and stupidity to go  around the entire Administration. <em>Rumsfeld&#8217;s</em> Pentagon has  wasted $400 Million on trying to plant <em>&#8220;Nice&#8221;</em> stories of  American victories in Iraq and Afghanistan by bribing journalists and  paying editors to carry stories written by Army PsyOps personnel.</p>
<p>Department of State has<em> Karen Hughes</em> dumped onto them and she is running around demanding  people overseas better be nice about America or else! A good whip to  keep White House Staff<em> &#8220;On Message&#8221;</em> but sadly not the best  person for the position she occupies.</p>
<p>A major problem is  declining inbound tourism and the treatment paying guests get at  airports. The Travel Industry NeoCons, brought in from big Republican  donors, pander to the Administration as seen in the recent WTTC <em>Lovefest</em> in Washington, where the Neocons who have done most to destroy American  inbound tourism were given the platform, and the people who mattered,  such as from New Orleans and the ravaged Gulf Coast were left out. What a  disgrace.</p>
<p>America has a huge  arsenal of cultural and creative delights, from food to fun, from  Hollywood to the Art Galleries and Museums. Yet watching US TV Networks  like CNN overseas, and it is a diatribe of <em>Terror, Death</em> and <em>Threats.  Bush </em>can&#8217;t do a televised news conference without enraging a  couple of billion people, with his constant <em>Terror</em> threats.  It&#8217;s time to stop the slide before it becomes mean and nasty. It&#8217;s time  to go back to Reagan&#8217;s way of managing the global image.</p>
<p style="text-align: center;"><strong>Electronic Diplomacy &#8211; America&#8217;s Media Image</strong></p>

<p>During the quiet summer months I  have been calling contacts around the world to get an idea of the <em>&#8220;State  of the Image&#8221;</em> of the United States. Remember under <em>President  Reagan</em> I visited these countries and have first hand experience of  the people and their valued opinion. The results were startling, and  worrying. Under <em>President Reagan</em> many people thought he was a  threat to world stability because of his attitude to Nicaragua and his  tendency of considering what <em>John Wayne</em> would have done before  making a decision. Much of the rhetoric was well meant, and not that  serious. The world still liked Hollywood, McDonalds and US brands in the  shops.</p>
<p>Sadly the United States  has replaced Nazi Germany and Stalin&#8217;s Soviet Union as the perceived  torturing aggressor in billions of eyes, which needs to be contained.  The vast majority of former friends believe the US Military deserves a <em>&#8220;Bloody  Nose&#8221;, </em>a far cry from the gratitude and affection of World War II.  The image of D-Day has been replaced by <em>Guantanamo</em> and <em>Abu  Ghraib</em>. The loud culturally-challenged American tourist is now  seen with contempt, and not with the benevolent affection of earlier  decades.</p>
<p>&#8230;&#8230;&#8230;&#8230;..  This all suggests that years and years of work of American diplomats,  military men and women, Peace Corps volunteers, and citizen ambassadors  in trying to present a favorable view of the United States to the  peoples of other countries is now down the drain &#8212; thanks to the  neocon-adopted Machiavellian tenet that the &#8220;ends justify the means.&#8221;</p>
<p style="text-align: center;"><strong>President Reagan&#8217;s Public Diplomacy</strong></p>
<p style="text-align: left;"><strong><a href="http://67.214.188.187/~bhallnc/wp-content/uploads/2010/05/reag81.jpg"><img class="alignleft size-full wp-image-32" title="reag81" src="http://67.214.188.187/~bhallnc/wp-content/uploads/2010/05/reag81.jpg" alt="" width="140" height="176" /></a> </strong>Today the United States finds itself with the worst public image in the history of the Republic. Even staunch Allies are turning away from the highly visible failures of everything from Intelligence to Humanity.</p>
<p>The Rabid Religious Right don&#8217;t care, for they are isolated from reality, often living in comfortable luxury awaiting Armageddon and the Second Coming of Christ. Sounds like a Conspiracy Theory, but it&#8217;s too real.</p>
<p>It wasn&#8217;t always so bleak. President Reagan realized the slipping public image of the United States around the world, and sought advice from the world&#8217;s experts, not just Beltway Bandits carving up the national coffers for friends and family.</p>
<p>His advisers knew that there had to be a third party operation to pull this together, and one that could be seen as not being part of the Washington Beltway Brigade. The contracts to explore the feasibility and build the key parts of the network were given to Alan Simpson. He was responsible for visiting 125 US Embassies and helping create the first global political TV network and Developing Reagan&#8217;s Public Diplomacy Trump Card</p>

They all want to see change, in government, jobs, energy, commerce,  even in our diet and health.</p>
<p>Never is a word mentioned  about <em>How</em> this change will take place, and more important <em>How</em> it will be managed. True there is an urgent need for change. The failed  policies of the Bush Administration can be seen everywhere, and nowhere  is it more obvious as when Americans  fill up their autos. The price of  Oil is a direct result of mismanagement of both the war, the economy  and global relations. Consider the amount of oil the US military uses in  Iraq and you will understand my point.</p>
<p>The indicators for today&#8217;s  failures have been visible for a long time, but ignored. How can the  world&#8217;s only Superpower admit it has problems with management, and most  of the young managers and VP&#8217;s are a product of a failed education  system where cookie cutter diplomas are valued far more than real world  experience. A good case study is to look at the<em> &#8220;Unforeseen  Consequences&#8221; </em>of diverting Corn to Ethanol production, away from  the food chain. The problem is that it was seen a long time ago by those  of us who bothered to look at the intelligence, and calculated the  predictions. But it pandered to the <em>&#8220;Special Interests&#8221;</em> and has  netted billions of dollars for those lucky enough to get a chunk of the  Pork Barrel.</p>
<p>America has embarked on a  free fall without a parachute, that is driven by greed, and where  ability and life experiences are replaced by sound bites, slogans, and  feel-good media.  Most believe the structural failures in banking,  manufacturing, transportation and the critical infrastructure are  only  an anomaly, the Stock Market is booming, and the <em>Good Times</em> are  coming back shortly. Young managers have been led to believe, by  grossly naive twenty something Consultants from the major Accounting  firms that experienced human resources in a company are easily replaced,  and that saving money and increasing the bottom line are the only  metrics they need watch.</p>
<p>Most  sources of political,  financial and commercial intelligence show a lengthy period of  tumultuous change ahead, where the ability to manage this transition in a  global competitive environment will be  the difference between success  or failure of the project, division, even the corporation. Many major  corporations are facing failure at worst, or chaos at best.</p>
<p>Highly visible change is  clearly seen coming in the pharmaceutical, financial and energy sectors,  as well as in the defense sector, making huge profits from  unsustainable military actions. The choice for the voter in November  will be between healthcare and housing, versus military aggression  around the world. The economy can&#8217;t support both. The energy sector is  the most visible as prices rocket amid pure speculation by Hedge Funds  and money managers. There is lots of oil out there and the world is  reasonably stable. This greed will drive us deeper into recession, seen  by everyone except George Bush.</p>
<p>Many of the managers and  business leaders today have never experienced a recession, and have  little or no experience of international business. America has lived for  too long on credit from overseas, unrealistic expectations, and flawed  management theories to boost the bottom line at any cost to the  workforce. The skills needed to manage change in an enterprise can&#8217;t be  learned from reading books about Cheese, from attending a handful of  lectures from Academia, and taken in isolation.</p>
<p>In April 2008 I decided to  focus on the political and energy sectors, as the sheer volume of global  intelligence was swamping our networks. The energy sector and the  associated water and food sectors are closely intertwined, and the  future looks bleak, and very, very expensive.</p>
<p>Let&#8217;s hope there are more  than cute TV commercials and sound bites in the pipeline!</p>

<p style="text-align: left;">Walking the corridors of power, or to  be more effective listening to well lubricated political operatives at  their watering holes, and at <em>The National Press Club </em>makes you  realize that the average American has little, or no idea what is going  on in their name, here in the<em> Nation&#8217;s Capital. </em>Fortunately for  the politicians the average voter has a short attention span, and can  be easily swayed by slick TV commercials, regardless of if they are true  or not. One would believe that the intelligence community would be  above all this political theater.</p>
<p style="text-align: left;">The role of intelligence  has always been successfully when the output has been a scenario, or a  picture of the situation. This uses all the technologies of intelligence  gathering, analysis and surveillance of the target. When the  intelligence community get&#8217;s itself into a mess is when they continue  beyond presenting scenarios to politicians, and give an answer to the  problem, that is they make policy decisions.</p>
<p>Today we see the  politicians taking this dangerous trend one step further and developing  their own intelligence scenarios, often fictitious, to justify their  policy positions, and ultimately their actions if in power.  A recipe  for disaster!</p>

<p>The rate of change of communication in today&#8217;s world is increasing, and over the next year we will see changes in global politics, financial and investment markets, major industries, and the rise and fall of many international business leaders. Change is around us, and many corporations and organizations, even governments are not prepared, or have the procedures, or teams in place to effectively manage or communicate these changes. Those who plan ahead, with the best intelligence and strategy will succeed. Even then they need external validation to spot those unforeseen errors.</p>
<p>On the pages of ComLinks I have covered many subjects over the last 15 years of publishing and broadcasting. A broad spectrum of industry contacts. They confirm that the winds of rapid change are blowing around the world, and many organizations, even governments are ill prepared to meet these challenges. The communication links need to be established, protected and every threat analyzed.</p>
<p>Neglected by many corporations the world of Corporate Intelligence may be the only way many enterprises can save themselves with the ability to predict and manage change. Ignoring the changing world will result in disaster, even for the Giants of Wall Street. But analyzing the data to death will not accomplish anything is the results and actions can&#8217;t be communicated and understood.</p>
